We should definitely lower speed limits in both cities and in neighborhoods. No reason why anyone needs to ever go more than 25 mph down a truly residential street.

I’m not talking about on neighborhood roads or even congested downtowns, although someone doing 8-15 mph on a major city thoroughfare will royally frick up traffic. I’m mainly talking about major highways

Ditto for auto drivers. Except auto drivers kill each other and cyclist and pedestrians and do high $$ damage to other peoples property when they ignore laws and frick up....which happens all the time.

Greenville has an awesome dedicated bike/pedestrian trail that cuts through the city from N-S. There's probably enough unused railroad in many big cities where something like this could be done.

(Person can't afford car. Needs public transportation or safe route to get to work.)

Person who has no other method to get to gainful employment.

Definitely. For people who work in hospitality in the New Orleans CBD between Poydras and Canal and the French Quarter, I would be bet anything only 25-35% if that much drive a personal vehicle to work. At least 30% take transit and probably that many bike.
Also think of it this way, if everyone who worked in that area drove a personal car there would be no parking left and traffic would be 10x worse.

The new bike lanes that were built around my metro area are empty almost all of the time. Some of them I have never seen used.
Of course the property owners along those roads had their land confiscated for the various projects.
When riding on roads most around here seem to prefer country roads where visibility is limited and the speed limit is 45+.

When I fill up my car I pay tax on the gas that helps pay for roads. When I pay for my tags, I pay money that helps pay for roads. How does someone on a bike contribute to road/bike lane construction and maintenance?
