It’s not really odd for the lid of a water cooler to be taped shut. It’s pretty much standard practice to tape water cooler lids (albeit not usually with clear tape) at construction sites after filling them.

Ahh.... That was what I seen in back that truck earlier on earth cam. Was trying to figure out what those yellow things were and why a fork lift was following the truck.

Man clearly has never been to New Orleans if he thought he could leave a cooler on Bourbon and imagine it wouldn't have been rummaged through for free booze or straight up taken

I don’t live in New Orleans but I HATE this woman with a passion. She is everything that is wrong with politicians in our state. A total self serving POS and an embarrassment to the city and the state. Whatever she can do to get the cameras on her. This goes for Teedy as well as the NOPD lady. Both are a disgrace

Reading all this stuff from the latest news conference, the city should be thankful this guy wasn't a better terrorist. A LOT more damage could have been done

Maybe that was his plan though? They could have had some sort of fuse that was tripped by opening or moving the coolers? IDK. Police had to have a hell of a hard time finding and searching bourbon for those though, there's all kinds of trash like that around.
He could have simply put them in a brown bag in one of the dumpsters if he wanted to hide them.
ETA: Also a good way to throw the police off for awhile, to have someone else carry your bomb bag/ cooler around on video before it exploded.

Where did he get the explosives from? I mean it's not like we can just buy C4 just so. Surely someone else was involved, right? Am I ignorant to how one obtains this?

Incompetence at a high level. Bragging about a preventative measure after the deaths and injuries have already happened.
Terrorism is a very real threat and has been for at least 25 years. Its legitimately not if but when is it going to happen to your city. Every city leader should be required to study terrorist tactics and put in preventative measures before hand. Blocking off areas where people could drive vehicles to murder people should be the easiest thing to do. Massive failure by the city that this happened on bourbon street.

I thought I read he used plastic explosives like C4. I guess that could've been rumor instead of fact, though.
