He was pissed the FBI said it wasn’t terrorism yesterday morning… and at the time of the press conference the FBI was telling elected officials that there were accomplices on the loose.

He could have parked closer to the other end of Bourbon and walked a short distance to drop them off then got back in the truck and drove to Canal.
I'm thinking he probably walked up Royal; from his AirBnB...placed his devices (likely in "6-pack sized" coolers) and then walked back to retrieve his truck. If the devices were placed around 1am - There would be plenty of time for him to walk back to where he was staying then drive to where he initiated his attack.
I haven't seen anywhere it stated that random people looked inside the coolers... so I'm thinking he may have had them strapped shut and somehow tied or chained to a post or other object and others were seen trying to snag them.
ETA:
On reconsideration - probably just dropped coolers off in piles of trash or in a trash can. Thank you to the fellow posters providing some logic.

Seems like it is kinda vague how to gauge “others being involved.”
Pure lone wolf, no contact with anyone else leading up to the attack.
Some contact with others for planning, etc before the attack.
Direct Involvement of others in carrying out the attack, like an active cell type scenario.
Seems unlikely that it would be 100% lone wolf, no others involved at all ever. He had to get some guidance from somewhere.
Maybe LE is referring to lack of any active cell type involvement?

Or just place them next to overflowing garbage cans. People would just think the chest are trash.
Also Torres' had a statement that they were told not to collect any trash due to potential IEDs.

The idea of planting them after midnight in a cooler seems super strange. Maybe just a smaller soft side bag one or something?

The FBI clarified and corrected the original reports of accomplices helping place the coolers.
Video shows those were random people “interacting” with the coolers after they were placed. So, a handful of people did stop and check out the coolers.

This seems extremely far fetched given the circumstances

I wonder if his plan was simply to detonate them once he ran out of road. In other words, maybe he placed them down there because he knew he couldn’t drive all the way down Bourbon.

those are really the bombs? the one on wheels? he had to expect someone to open it or just grab it and walk away with it being out in the open and not even hidden. that makes no sense
unless he wanted them to be found, someone to freak and tell police which drew attention to that end of Bourbon so he could sneak the truck in the other side while resources were diverted. maybe he was confused why no one was reporting them or freaking out for hours so he just made the move at 3am after being tired of waiting?
