insane statistic: 30,000 Indians live in Uganda (43 mill people). They pay 65% of taxes

If you've read about non-Ugandans returning there after several decades' absences, you'll read how businesses fail because people 'share' with their tribe, their family, extended family, and everybody else.

The non-natives, being different, understand commerce. But I would bet that non-natives are "sending money to their families abroad" even if they have no families abroad.

I went to Fiji for vacation this spring - the situation there is very similar. The population is 50 % Indian 45 % polynesian natives and 5% chinese. The Indians were brought over to work in the sugar cane plantations by the British. In 1970 the British went "peace out" and let them become their own country. The Indians own all the big businesses and live mainly in the cities and the Polynesians live in the country in their village but own all the land and won't ever sell to anyone.
The Indians and the Polynesians fricking HATE each other and I saw many overt discriminations on both sides while there. Since they hate each other nothing gets done and all the roads and infrastructure are left over from before the British left. Since the Indians do have a small majority the government has largely been made up by them but if they overstep the 100% Polynesian army steps in and they have had 3 coups in the past 50 years.
