in that video the cops were telling the protesters to leave that woman's yard, and they didn't and it looks like thats why they rushed in and started arresting people.

By personal experience, I know for a fact that simply standing (even partially) on a sidewalk or any public right-of-way, given the circumstances, can be grounds for arrest. If I recall correctly, it was deemed "obstructing public passage".
I was simply observing a fight between several people outside a bar. I heard the police demanding to "get out of the street" but I assumed they were directing that to the participants in the fight. Next thing I knew I felt a night stick crack across the side of my knee and I went down. Cuffs were applied. Written up but not taken downtown.

I know there is a public servitude and zoning says property owner can't build there but is the actual property line at the street or at the servitude?
I figure the street so they can tax you on the SF of land even though you can't build on it.

It doesn't matter where the property line is. You cannot completely block the right of passage on the sidewalk. The sidewalk is public.
