I certainly hope so. Needle exchanges and safe injection sites are known curbs to negative affects.
You can't legislate out addiction and/or any other "moral failing" you want, be a realist and address the issue in a realistic, harm-reducing manner.

The reason all these panhandlers are out there is because people give them money to buy drugs.
Why, when it had been proven over and over again that these do-gooders are only enabling these addicts to get their fix.

Simply make it hard on these addicts and encourage them to travel to a place controlled by people like yourself who are clearly able and willing to handle the situation.
