No. He can't withhold rent. He just needs to contact someone above the property manager with the proper proof.
Also remember the spots are marked with property number and you want to keep parking there. Don't jack with someone else's ride or it will come back to haunt you.

No, you just call the law let them handle it. It's criminal trespass.
The first time they come out they will warn them probably. Maybe not. But after that if it ever happens again they will be arrested.
You don't need to involve the landlord at all.

Put out an add for an intern.
Imply that previous interns have gone on to excel in whatever field you come up with.
Don't just take the first one that comes along but wait for a real go getter with something to prove.
Give them something easy to do first. When they're done act really impressed and say you've got a bigger challenge for them.
Have them handle the parking situation.
Tell them Obama is cracking down on unpaid interns and you have to let them go.
Imply that previous interns have gone on to excel in whatever field you come up with.

Put a small pebble inside the air stem cap for their tire and screw it on just enough to where you hear air coming out. It will leak slowly until flat. Just like slashing a tire but they can't come after you for damages. Plus it will drive then crazy trying to figure out where the leak is.

Mark off the spots in question with crime scene tape, go to Halloween USA for a police officer's uniform, and start canvassing the complex looking for promising leads.
