Well, you could jack their car up with you jack, and put cinderblocks under one side of their car, or the front, or back. Then just watch what happens, could be a half donut, wheels might spin, or will if fall under? The possibilities are what makes it fun.
But what I would do is just park behind them with your car. When the other tenants get blocked in and can't get out, the problem will be solved. When the tow truck arrives go out and show them which car is illegally parked.

Just have their cars towed by calling a towing company. They do not charge to tow cars. They charge to give them back. If asked, blame the complex. Put a mini cam on your spots when you are parked there in case they are not only assholes, but also stupid assholes.

Don't harm the cars. Go find some Riverside Towing warning signs and put them in front of your spots. If they still park there, call and have them towed.

Without a contract or approval from a cop, the car can not be towed.
The complex needs to renew their contract or you will have to get a police officer to come out and approve the tow.

Find out the name of the company that owns the complex and contact their corporate/company office. Get contact info for CEO/president/owner. Send a certified letter to them, call them to let them know the situation and that the manager ignores your request.

Toilet paper for first offense,
For sale sign for second offense (best if you can get their actual phone number...but still good if you can just have people come to look at the car in the space).
Third offense, shrink wrap or bubble wrap with clear packing tape.

From private property? I doubt it. He is leasing the property. He has present possessiry rights. He can absolutely have them towed on his own barring some minority local law.

Not sure if anybody has said it, but
1.take pics of the times your spot is stolen
2. keep record of a the times you asked management to do what you are paying them to do.
3. Withhold your rent payment because they are not fulfilling their duties, if it is spelled out in your lease that you get 2 parking spots.

I do not recommend this, especially if it is a big complex. They can refuse to take a partial rent and evict you.
Seems very strange that a big complex doesn't have a tow contract. I would do what nurse suggested and blast them on reviews. Management companies do read that and when the regional gets wind he/she will make the complex fix the issue.

"Encouraging" management to get a towing contract is probably the best solution. If they won't do that then you can block off the area with something. I suggest some cinderblocks, they're cheap (if they get stolen) and easy to move.
if hes paying for reserved parking, id imagine their refusal to do whats required to provide reserved parking would allow him to withhold some of that cash, no?

bingo - document it thoroughly (both the incidents, and communicating the trouble to management)
what percentage of days are we talking about here? 2-3 times a month, or 3-4 times a week?

I always take pictures of the car in the spot and send that to management. It is their responsibility to enforce rules or you should be refunded the cost of the parking spot.
I would also leave a note on the windshield being nice at first. Afterwards, I would threaten a tow. If still no behavior change, then tow them. Make sure to keep records of each event.

I think OP should make a sign saying "If you park here, you are consenting to sex" or "park here if you want your arse kicked by circus freaks".
