Your wife seems like a parent who has an extreme need to helicopter over her son. If that’s the case (not saying it’s bad) then the logical next step would be to prevent him from driving on his own without the phone. That would seem to be in line with the punishment.
Or, get him a second phone / device so she can track him.
It’s interesting that neither of these things came to mind. Instead you want the school to change its policies.

How is it legal to take someone's property for the week? I understand taking it during the school day, but that's odd

9 pages but you may have addressed this already.
At our high school, first offense, kids get his phone back at end of class.
Second offense, phone gets turned into the school office, and the PARENT must come pick it up.
Third offense and later, parent must come pick up, and increasing discipline (detentions, suspension, etc) for the student.
The school keeping it for a week seems odd, if for no other reason than the school doesn't want the responsibility of possession of the phone for a week.
But...

I guess they’re supposed to turn in their phone to the office each morning…and my son has not and does not…so yea, give him Saturday school or beat him, I don’t care, but it’s odd to take something we pay for and utilize for ‘safety’ purposes…to punish him.
Strange if something bad happened…and we couldn’t respond.
Great majority of the pre-cell phone/social media generation turned out fine without all that bullshite. And before ya’ll say but, but, but it’s a different world we live in now and because of that you need those things, I say it’s partially BECAUSE of these things that our world has gotten to a place where you think they are necessary and you would not be able to function without them.

As for school, kids can take pics of a test and share, pics in locker room, video fights and put online. MANY reasons to not have a phone at school.

It's in the GD rules. If it was a knife instead of a phone, not a single one of you would be arguing he should be allowed to have it. Why? Because the school's rules say you can't have a fricking knife, that's why.
OP stated its an all boys school. Which means it's obviouslya private school. Which in turn means he chose to send him there. You signed up for it.
