I haven't gotten a water bill since I moved in to my apartment in August. Absolutely insane. Good luck baw.

OP - SwB is a has been a huge mess. Luckily, my bill has been the same for a few years now. I remember hearing something a few years back that SWB will not shut off your water meter until they figure everything out.

I'm thinking they figured if you paid $266 and didn't complain then you wouldn't mind paying more the next time.

This is New Orleans. An "investigation" can take months, and they may fix the billing error. Then, 3 months later, they will just charge an outrageous 3-4k again because "who the f cares?"
It absolutely needs to be demolished. Not in the sense that people need to be fired. The whole damn system needs to be destroyed, infrastructure, pumps, fire the current employees. Start from absolute scratch. Incompetency has a whole new meaning when dealing with these people. They are more wrong than the local weatherman.

Even if you have a leak $3300 is a lot. Does the City of NO readjust your bill if you have a leak and get it fixed? Where I am, if your water or gas is way over average, if you have a problem, you can show them a receipt that the problem was fixed and they will adjust your bill. Hopefully that is an option for you.

Witch means that you would have to buy something that is heavy and rent a forklift to put it on top of the block valve.

At one time we had a tennant who was out of town, who let a friend used the apartment one weekend. Friend left the toilet with the flapper up, and it ran, unchecked for a month. It added $250 to the water bill.
The other little nasty of NOLA is the possibility they've decided you are a multifamily unit and each unit gets the sewage, etc. fee added. If they think that they've overlooked this charge, they could have added several months worth of hundred dollar addons for apartments that don't exist.

My normal bill is $15 a month. I would have shite my pants over a $266 water bill.

This isn't uncommon. I had a house in Florida and the community would warn us which month the city used to establish our rate. That month we would double check the house had no leaking toilets, faucets etc and that the irrigation was turned off. Our community told us of some horror stories from people who didn't know the policy.
