I understand not helping him directly (although I think most would)
Do not see why you can't call 911 and tell them an elderly person has fallen and needs assistance or see if someone else was in the vicinity that could aid

The old dude falls a lot. How is his dumb-assed daughter allowing him to cruise the neighborhood? She knows he will fall down and that he cannot get up. I don't think she has dad's best interest in mind.

Although it's a dick move by the driver, in today's litigious society, I sort of understand. Say that driver did the right thing and helped him up but he held on to the 89 year old's body a little too hard and bruised him badly.
Suddenly the man can sue for personal injury against FedEx when the driver just tried to do the right thing.
It's a dick move but one that given the lawsuit culture of 2020, I can sort of understand.
