There is a standard adjustment they make for winds at a certain altitude to ground level, but hurricane recon planes also drop physical instruments (dropsondes) that measure winds along the drop from the plane. They also use Stepped frequency microwave radiometer SFMR to calculate surface winds in essentially realtime.
They don’t just guess completely.

You can see the bay down there to the left. Helene surge nearly reached Beach Drive right there. I’ve never seen anything else close to getting over the sea wall before that. This one might reach us(but we’re on the 3rd floor).

My mom is in Englewood and wants to stick it out. We tried to tell her to leave yesterday. They are afraid to get stuck in traffic for hours and they don't want to leave their home. It's crazy and she's not listening..

That 203 mph surface wind from SFMR seemed a little suspicious. Is this official news? Hadn’t seen anything about it.

Your place, or the city? Where are you seeing this?
But a little earlier I was walking around town and heard a man boarding up his business mention they’re shutting it off downtown/Ole Northeast area. They shut ours off after Helene for quite a while after everyone else got it back, due to it being nasty and contaminated.
Old Northeast and some surrounding neighborhoods seem to have water issues pretty often.

What do parks like Busch Gardens in Tampa do with all of those exotic safari animals in events like this? Truck them somewhere? They have lions, giraffes, all kinds of stuff there
