My hunch - yes hunch - is slowing would be indicative of a hopeful beginning to turn as it starts interacting with the front

Seriously, Cuba has destroyed storms, and I believe a few cat 4 hurricanes.

They rains will be on the NE and eventually the N side of the circulation as she gets into Georgia. Rainfall totals aren't really alarming at this point.

Google map shows that part of Cuba has very narrow offshore islands, and inland there appear to be either fish farms or massive salt pans.
Not exactly the topography that makes for hills.

Twin spans cross Lake Ponchatrain connecting Slidell to New Orleans East.

No. It's way more likely the slowing forward motion and wobbly motion is due to interaction with land. The upper low that turns her isn't in place yet. So she shouldn't turn yet.

This unexpected slowdown does increase the odds the turn happens farther east imho. (Lurkers and such, don't plan for this scenario unless the Hurricane Center moves east)

The bridges in NO over the river are called the Crescent City Connection. The Twin Spans are the I-10 bridges over Lake Pontchartrain between Slidell and Irish Bayou (New Orleans East).

The Twin Spans, like the Bay St Louis bridge, were heavily damaged by storm surge during Katrina.
