Seems like Hispaniola is having an impact on Irma at the moment. Recon passes haven't found winds as extreme as they had the last few days.
Could be a sampling error, but a better sign than a strengthening storm.

My co-workers family lives on the coast in Melbourne. I keep asking if they're evacuating. Today she told me "no, because hurricanes don't hit their city. None have hit their in 100 years."

I had to call a few places earlier in the week when I was making just in case plans out of New Orleans. Couple of places did not allow dogs. Not sure if this has changed or only applies to those in imminent danger, however.

I am a civil engineer consultant and have access to topo maps and flood zones. If your family lives ON the Manatee River in Bradenton it is 100% zone "A" with finished floor elevations around 9'.
It's pretty flat around there and gradually rises to zone C east of I-75. However all homes on the river are zone A.
ETA: you said Palma Sola. That's in the entrance to Tampa Bay. Yes it's zone A and it's mandatory he leaves.

Hispaniola has likely had some impact on the south side inflow but Irma is looking better on the last few frames. Been consistent with this afternoon organization and slight strengthening pattern before faking a replacement and losing some steam overnight. I suspect that continues today.

If it was me I'd go west to ft Myers then north to Tampa and take back highways to the panhandle. frick being on 75 in that traffic for that long when most gas stations are out of gas. Too much risk getting stranded
