Eh. It rained yesterday a bit and this past weekend. But nothing torrential.
If you are talking about Richmond, according to Weather Underground, the city has received 12" of precipitation since the beginning of June. While this summer has been wet and the James River is a bit high, I don't know if the estimated rainfall from this storm really facilitated the closing of VCU, UR, and other colleges in the area.
I believe City and State public services remain open in Richmond, so I guess they aren't too concerned about the storm.
EDIT: Whoops, that total is 24" since the beginning of June. 12" was for the weather station in Dinwiddie County.

Isaac is going to strengthen to a Cat 5, hit the entire state of Louisiana, move back to the gulf, strengthen to a Cat 6e then hit Houston and Dallas at the same time.
