I may get reamed for this, but in my view she is just as guilty for not doing something as that officer. At the very fricking least just yell at the guy and he probably stops what he is doing.

Every major city is forced to hire policeman who SHOULD NEVER BE POLICEMAN.
There is a nationwide shortest of policeman right now so they have to take warm bodies to fill those rolls.
1. People who are there are clearly for the check and have no pride in their job.
2. People who want to harass and bully other people because they have a uniform.
3. People who have good intentions but should never be allowed to carry a weapon because they are scared to death when the shite hits the fan.
This is what we are forced to hire as a police officer. Prior to the Obama Admin, we didn't have to hire these people for the most part.
Now, if you are trying to take down some naked, cracked out loon is trying to rape people, you have a dozen assholes filming you, not the perverted criminal. Then The View will Dox you and your family.
The biggest issue is not police training, it's that NO NORMAL HUMAN being would ever want that fricking job.
