Well, they are in FL so that is a viable option.
You could plant some fentynal and meth in his car and place an anonymous call to the cops. Problem solved for 15-20 years (8-10 with good behavior). You can even throw a going away to prison party for the rest of the block.

We have a neighbor who has a friend that comes over and blasts his shite, cops won't do dick about it. I don't mind loud music, I can't really hear anything inside anyway, it is the bass that shakes the front windows and doors that is annoying. It isn't like it is only on the weekend, or only at night, they will do it anytime. Of course as soon as the cops turn on the street they turn it down. If I go outside and start walking towards them they turn it down, but as soon as I go back in or the cops leave. BOOM BOOM BOOM.

They need to organize others in the neighborhood. If it's just one family then it won't be as effective. Just one other neighbor will be key. Go to other neighbors and talk to them and ask them if the noise bothers them. I'm sure it does. No one likes that shite. With a group or union of neighbors there's power.

If he sits in the driveway playing the music, stand on the sidewalk in front of their house, videoing him with your phone. Remain silent. He will start by asking what you’re doing and quickly get irritated by the silent treatment and attack you. When he does, call the police and report the battery.
Have someone videoing you from the safety of your house to provide more evidence once you start getting attacked.
If you want to inflict some instant justice, bring some pepper spray and let him have it only after he batters you. Don’t make any threats. Stay silent. Stay on the sidewalk. If police have been called already, a history has already been established; the cops will take the kid away in cuffs.
