You appear to be the one that is confused.
The notion of a living wage is based on spending power, not a wage tethered to a specific hourly wage, the spending power of which is eroded by inflation over the years.

This is the issue.

We live in a world where people have accepted stagnant wage growth while cost of living has skyrocketed.

So now any increase in wages to where it SHOULD be, is expected to carry a similar increase in cost of living, which means we get stuck in the vicious circle.

Why is everyone saying wages are not going up? For the lower tier paid workers their wages have sky rocketed. Fast food is paying anywhere from $15-$25 an hour for the most brain dead retarded employees. The plant baw making 90K may not have seen such an increase but the average wage has gone up.

Generally speaking, the people that have minimum wage jobs aren’t very bright, so no, they aren’t gonna figure it out.
