No thats not how this works. Whether or not she wanted to be noticed or not is irrelevant. She looks like a waitress, so her job probably requires her to wear that. But still, it is not acceptable to put your hands on people you do not know in public. That is actually very illegal in case you didn't know.

Is this a strip joint or something? Then again would those have an outdoor serving area?
I just find it very odd on the lack of details and the guy who claims to work there won’t even disclose where it took place. It’s not like anyone is going to defend this guy’s actions.
It says he was arrested later in front of his way and kids.. but any way to confirm that? And was it the next day?
Regardless of setting it isn’t right. I am just curious where this took place and the lack of details.
