Those got me too and the key is that they're using metro area population, not just in the city limits. San Fran is actually not a very large city if you only count those in the city proper. Same for DC.

Got 54/63 on City, 57/63 in state. Riverside and New Jersey weren’t good to me.

San Jose got screwed. They just happen to be in the same metro area as San Francisco even though San Jose is the larger city. Also wonder why they decided to split them up.
