This section of the POG was enacted for one simple reason. To stop another Central from happening. For some reason, the constitution was either overlooked, or willfully disregarded possibly in hopes of getting it changed, or challenging it in court at a later date. If Mary Olive tries this angle of attack, she will go down in flames.

It has to have a permanent mailing address for tax and corporate purposes. IIRC, it is a house he is living in within Shenandoah.

I grew up off of Hooper Rd in Central so I know that area pretty well. That little neighborhood isn't that bad.
The houses are reasonably well kept. Right across the street off of Ford St and Silverleaf is a pretty bad ghetto though.
