The same way that everyone has violently opposed the restrictions of any customers sitting down in any restaurant or bar today...I assume these places would like to open their dining rooms back up in some capacity.
Also...when I say the new norm...I should say potentially the new norm for the short term future. Not forever.

If you are ready to start slinging lead down range then let's go brother....BUT I don't think that you or I are ready for that. Like I said before I would like to see businesses get back up and running in some capacity by the end of April.

DOn't know....easy way to me is if you restaurant seats 400 for the time being you only let in 200....same for bars and movie theaters.
I'm not sure how you would enforce it.....but we have to do something to get things at least starting to churn by the end of April.

also possible we could be battling this next fall.
neither potential scenario should be overlooked nor should they be reasons to destroy our economy long term. it's a balancing act.

We've put people on the Moon but there is no way we will figure out how to sit people every three seats in a theater.

harsh and acute needs to be the recipe, but that requires something more difficult than our leaders would prefer

Look if it were up to me I'd probably have opted for herd immunity myself....BUT we as a society don't have the stomachs for the sheer amount of deaths that would have brought about that much is crystal clear.
