Absolute horse shite. I was pulled over twice in one day driving a 4yr old 4Runner with no damage/issues. First stop was multiple LSP officers doing a check on hwy 73. Later in the day I was pulled over by BRPD. He pulled a U-turn on Kenilworth solely for the expired sticker.
It’s 100% a money grab.

They do. They're called "Plate Readers"
They used to be expensive and were only found along the interstates for tracking drug mules, child abducters etc.
Due to demand and increased supply they are now pocket change even for the poorest jurisdictions. Readers are now being put up like Christmas decorations everywhere.

In the LP where I live they are purchasing them by the case.
One of their many capabilities is scanning plates that are flagged for "No" or "Expired" insurance and in real time the vehicle coordinates are sent to law enforcement patrolling the area.

Same but a cop in Central sprinted to his vehicle and drove through oncoming traffic to write me a ticket for one a few months ago When I realized I was the one that he wanted to pull over I thought he was mistaking me for someone else with the way he drove

I wouldn't be surprised if this idea was floated by Amazon or some other business that markets to individuals. I wouldn't doubt they'd say something like, "We'll install the cameras and gather the information. We'll share everything with the State and local municipalities of course. You get to keep the revenue for the stickers. We get to gather marketing and demographic data."
