Our male assistant principles broke up all of our fights in high school, and they did it violently.
Hell, one time our female principal was there and she took care of business as well.

I have a 50 year old son football coach that collects a stipend for teaching a special ed class and respond to problems. He has many many stories about families that promote disruption in the school to get special benefits from the school system. A large part of student conflict resolution goes straight to the lawyers. Mainstreaming problem students is a large part of the issue.

They suspended the bus driver who eventually intervened and may likely saved the victim's life. Meanwhile, the principal that allowed assault to continue unabated wasn't.
The article above explains that the earlier fight was on the bus which explains why there wasn't an immediate suspension and second fight.
