I don’t know how USAID was involved. What I do know however is that, in the 70s & 80s, the popular radio stations I listened to all played a combo of pop and rock. Then in the early to mid-90s they suddenly shifted to playing pop and rap. Rock simply disappeared.

Rap only became ultra popular because the elites killed rock music after Woodstock 99 when they saw how much power Nu Metal gave white people.
