Sometimes a country would hire pirates, call them privateers, and sanction their plundering. However, they were strictly forbidden from robbing from their own citizens.
Civil forfeiture allows robbery of US citizens, and the robbers get to keep the stolen goods.

There are some fascinating series on privateers. Problem is you need an external enemy to keep them occupied. When they don’t have that they inevitably turn on you.
