Not teaching your child to swim is tantamount to child abuse. Yet I've offered to pay for lessons for a kid and had the parents say nah.

Drowning people go insane. I'm a good swimmer and was in a situation with someone who thought they were drowning, left bleeding nail marks all over me.

Swimming with clothes and shoes on isn’t easy... for someone who can’t swim, it’s extremely difficult. I’m assuming they had clothes on as it didn’t sound like they were going for a dip.

In a 7 foot pool you don’t even have to know how to swim

You only have to know how to bounce a foot or so.

Let’s take this opportunity to go over the water rescue procedure:

Reach
Throw
Row
Go

Reach for the drowning person first, preferably with like one of those shepherd crooks, or even your hand

Then try to throw a flotation device. Pools are supposed to have them right by the pool

Then go out in a boat to get them, if possible

Lastly, this is important, is for you to jump in and try to save them. Often times in panic, they’ll just pull you down, too. Plus, if you’re wearing jeans, it’s quite difficult to swim with jeans on, even fi good swimmers

I mean if you’re not a swimmer then whatever but don’t have have kids and buy a house with a pool that nobody knows how to swim in. That sounds like the setup for a particularly disturbing scene out of the Saw franchise.
