I haven’t really kept up with local BR politics the last few years so I don’t really have an opinion, but I’ve heard good things about Graves from people that would know. He definitely seems to be the good guy in that corrupt political structure.

Yes, you want confidentiality when preparing a permit application. Once the application is final, it goes out for public comment. The public doesn't have to be involved as deeply as all the discussion had between the government and the contractor in preparing the application - as long as the application itself is made public, which it is.

I’m assuming the they mean Dotson, a B.R. government employee.
Is that even legal, and why would a government attorney advising city leaders on a variety of matters suddenly require a NDA on this issue?

I am more and more curious where HNTB lies in terms of NDA involvement. Program management can be a cash for for consultants (see CH2MHill’s program management of the SSO consent decree program). Maybe Kiran can dig deeper there.
