Is this where you use Camde, NJ as an example? but don’t understand that they simply defunded the CPD and contracted the work out to the Sheriff’s Department and actually doubled the amount of uniforms in Camden.

It was meant to be taken literally, but no remotely sane person would go for that, so they kept the slogan and decided to change the meaning.
