Exactly. Who do they think call the police in poor neighborhoods? There are plenty of law abiding citizens who cal the cops in those neighborhoods when they feel unsafe or witness crime.

Well, there are only two things it could possibly mean and still conform to the English language. On the one hand, it might mean abolishing the police by entirely eliminating its funding. That concept is absurd and ruinous to civilized society. Or it might mean to partially defund the police by reducing its budget and shifting that spending to other programs. More defensible than the first proposition, but only marginally so, given that there is already significant government spending on social welfare and any reduction in police budgets might have a corresponding impact on the efficacy of their law enforcement activities.
If anything other than those two things was intended, proponents and protesters should have chosen a more apt and precise term than "defund." The English language is robust and rich for those who know how to use it.

Trump should offer an Americorps program that forgives student loans if you participate in these social worker/defund replacements for police. Mandatory body cams, mostly for the entertainment but also for the missing persons cases.
