Knew a guy in high school that would do this. He played football so would always go into the locker room (which wasn't far from the main school) to shite. You'd always see his clothes hanging over the stall and people would take it to frick with him.
Fast forward to when we are in college. I get a job at a restaurant for the summer while back home. He's working there too. Sure enough, he still does this even when working at a chain restaurant. Got to be weird to walk in the bathroom and find your waiter is hanging out in the stall naked.

I instituted a "Bring your own TP" policy at my office. It serves two goals:
1. Cuts down on TP costs
2. Shames the people who take their TP to the restroom since everyone knows what they are doing. This has the effect of cutting the time spent in the restroom down.

I find the best value to be White Cloud at Walmart. It's cheap, soft and durable.

I go to a private, professional college with tuition costing around 45k per year..... and I can literally hold the toilet paper up and see straight through it.
