That’s a good point that I hadn’t thought about, A weak storm hitting an undamaged location would have a slight impact; whereas in a heavily damaged area it would be harder hit. That’s true.

Nola got the surge, but I’ve never seen complete and total destruction like the Mississippi coast got. It was like someone dropped a bomb that evaporated everything within a half mile of the coast.

Winds don't drop a lot, but I'm looking at 850 mb. You'd imagine as the whole thing gets disrupted not as much of that wind would make it to the surface.
Seems to me, a fairly reasonable conclusion.

The people that got shafted for Katrina was the Mississippi Gulf Coast. They didn’t get near the love nor per capita funding compared to New Orleans.
