All bolt action rifles have scopes mounted directly above the action these days. That's totally normal. What I meant about the scope mounting is that the scope positioning is terrible, it's much too far back.
That's a military surplus rifle that has been converted into a hunting rifle. It's extremely common and you could likely find one similar to it at a random pawn shop within 20 miles of your house. Not long ago you could buy a surplus WW2 rifle out of a barrel at the local hardware store for $35.

No. All they really have in common is they are bolt actions but the actions are very different. The rifle pictured is almost certainly a WW2 military surplus rifle converted into a hunting rifle. There are literally millions of them out there.

I could have swore I read somewhere a long time ago that the 700s action was basically the same as the Mauser before Remington changed it up a few years ago

That would be incorrect. The winchester model 70's were mauser clones. That doesn't appear to be what is in the picture though.
It really looks like a sporterized 1903 to me because it almost looks like it has a big rocker safety behind the bolt handle, but I'm not enough of a gun dood to tell from that picture.
I can just mainly tell that it was assembled by a dumbass.
