Remember that rosary beads are beautiful, but ultimately they're just a tool. We aren't praying "to" the beads, we're just using them to keep track of where we are in our meditation. That's why you can use whatever materials or medals you want
I was trying to choose Saints that were meaningful to their professions. She is an elementary school teacher and St Thomas is closely associated with education. He is a police officer and St Michael is their patron Saint. So, those were the medals I wanted to incorporate. Her All Father stones will likely be Nephrite (White Jade) and his will likely be onyx or obsidian. I'll hand craft all the links.
As far as getting them blessed, I was thinking of going to a local parish and having the priest bless them and write them a note to include in the gift wishing them a happy and fruitful marriage. Is that wrong? Should it be their priest?
I'm not Catholic, so I thought I would just ask and offer a tithe to the church...

Those are perfect then. Make sure when you're working on it that you get St. Thomas Aquinas and not St. Thomas the Apostle. Different dudes

Again, totally fine. Any priest can do it. It'll be a quick informal thing. The priest will say a short prayer asking that their marriage be happy and healthy, and that the beads keep them close to their faith, or something along those lines. A tithe isn't required but I'm sure the priest/parish would appreciate a small donation if you want to do that.
Edit: you seem to know more than me about jewelry making, but I figured I'd offer my 2 cents anyway. The easiest way to make rosaries is to get the beads and use those eye pins to connect them, then cut and loop the pins with a looper tool. It gives you enough separation on the Hail Mary beads, but they aren't so far apart that you mistake them for an Our Father bead. For the Our Fathers you can add a few links of chain to separate them from the decades. This is the rosary I made for myself recently, for reference:
