On my daily commute, I see at least 3 people playing on their phones while driving on the I10.
If I can see that while driving for 30 minutes, imagine what a state trooper could see driving the interstate for a full shift, instead of sitting on the side of the road waiting to ticket someone driving 8 mph over the speed limit.

Rarely did I ever see BRPD pull anyone over for traffic violations and you would always see Altima's and Honda Accords with mismatched bumpers driving around BR with no license plate.

Speed is irrelevant in your scenario because the left lane isn't for "cruising." If I am going five mph faster than someone or 20, once I pass them I get back in the right lane like I'm supposed to.

If you leave even a one car length gap between you and the car in front of you, even sitting in the right lane, some dickhole who needs to tailgate and cut everyone off will jump in front of you. They tailgate the guy in front of you and cut off the person in the next lane. These people are always driving some shite box with mismatched panels.

-Stop signs are nothing more than misspelled YEILD signs in the wrong color

So your issue isn't left lane cruising. It is slowing you down. I agree. But your gripe is framed wrong.
You want to be able to do it but not other people.

What color do you think a stop sign and a yield sign are?
Hint - Yield signs are red and white just like a stop sign. They haven't been yellow since 1971.
