I'm going to venture a guess that a system that dumped 2-3 inches of rain in one spot for several hours had something to do with the flooding.

The Town of Walker had a law suit following the "flood" and don't know what happened.

I-12 itself is a levee built through the middle of the Comite/Amite/Tickfaw/Tangi/Tchefuncte flood plains.

They know it is. Until 2016 flood it was never a problem but that all changed. If you look at new construction on the interstate now they are putting openings all along the bottom of the wall

Holes in the barriers will not help against 35 inches of rain and an additional 2,000 dwellings built in a flood zone.

There are bigger issues than holes on the safety barriers.

It is interesting how despite not admitting fault they basically have admitted fault designing all new concrete jersey barrier construction with holes at the bottom of it. Like I-12 deeper into Livingston Parish, I-10 south of Highland Rd, and I-10 between Lafayette and the Spillway. So they have realized that they did in fact, frick up.

It’s not why we flooded. It’s 35 inches of ran and over construction. It was a perfect storm.

This is why those towns flooded, not because there weren't some weep holes in a wall. Plus, like someone else already said, not one government agency on this planet would design that wall with a 1000 storm in mind. It's impossible.

The wall def caused water to be deeper in some house in Walker. No doubt about it
