A look at the incentives that brought Buc-ee’s to Ruston
It amazes me how much you have to give up to incentivize a company to open a store here.

Ok Buc-ee's is super popular now and wants to locate one in Ruston next to the little pig trail that we call an 'interstate'.
So since Buc-ee's is so popular we will need a larger off ramp so make the damn thing four lanes wide with shoulders on each side in case someone gets lost. It will need traffic lights that are computer synchronized, put'em. Folks will need to get back on the interstate so do the same for the on ramps.
Also build all that so when it rains it doesn't flood.
It's not rocket surgery.

I drove through Auburn, Alabama last week. They have a Buc-ee’s going up, they look to be open within a few weeks. They have signs for hiring posted. It’s around 15 mins from campus.

Why folks clammer for national chains to come in and displace local business while directing all profits out of the local community baffles me, it is the worst possible thing that can happen to a community.

Those incentives aren't the ones that could screw the city.
The capped utility prices is what could be bad.

The 180 day study isn't a big deal here. Traffic impact studies are usually born by the developer.
The 12 month interchange modification should happen concurrently with the gas station construction. There's no reason it can't happen at the same time. Those Buc-ee's are huge and take at least that long to build. So customer traffic isn't going to be a problem for a while.

I read this as they will need 12 months to do a report on the modification, not the actual construction of the modification

I was in Port Angeles, WA a while back, which is about the size of Ruston. I noticed they had several really nice hotels on the road into town, nicer than you'd expect in a town that size off the beaten path. I asked someone about it. They said when the traffic study was done, the mayor started a campaign for everybody to go out there and drive over the counter thingy as many times as possible.

West bound from the horse track to Shreveport?
I challenge anyone to find a worse section of interstate in the country.
Just the other day, we went through there and I took 220 around Shreveport, the daughters says “it’s faster to stay on I-20” my reply
But it’s the Cheaper route taking the loop, we won’t have to have a new alignment for the car.

Not far from me DOTD took three years to rebuild a bridge 8/10-mile long on a country back road highway. Three freaking years. This was just the actual demolition and construction phase, not the traffic study. It obviously didn’t inconvenience thousands of people on a daily basis but it did make life inconvenient for us.

Millerville was 4 lanes already since shortly after the Target was built though. Despite that I don't think it was a great spot for this because of the traffic on I-12 specifically (not Millerville).
The place where they want to build this near Ruston was recently upgraded, but it's probably going to need to be expanded again. It's a similar format to the new Juban Crossing interchange in Livingston that they built 10 years or so ago with the turn lanes and semi-controlled access...except the overpass itself is only 2 lanes wide with turn lanes. It probably should be 4 lanes with dual turn lanes.
