Just because a dumb minority still insist on smoking doesn't mean they should be able to endanger non-smoker's health in public places.

In Harris County...Houston... smoking is prohibited unless it's a member only place..or has keys and access cards to gain entry.

I tend to agree that the cigar bars shouldn't have been exempted, but the ordinance would not have passed had they included them too. It was a compromise in the name of public health. As people become more and more educated about the dangers of second-hand smoke, I'm sure the cigar bars are living on borrowed time.
