I saw something funny Saturday morning at College under the I-10 overpass. There was one of them bum's wheelchair tucked way up in there almost out of sight. Clearly some of these bums are using that wheelchair for sympathy.

loitering, panhandling, camping in certain spaces are all illegal to some degree is most urban centers

but those breaking these laws are often suffering from mental illness ( which is NOT illegal ) to pass a law(s) that make the private citizens/religious organizations action of aiding those in need illegal only leaves the Govt as the one legally allowed to "solve" the problem

most of the time its a mental illness that involves substance abuse as they seek to self medicate

not get high for fun ,but to deal with the anxiety/fear

limiting those that can help, esp. those religious institutions that WANT to help makes the problem worse not better

if you can legally give money to political candidates, religious organizations, businesses and the black market ( small purchases and use are not often enforced) then why the rush to make this ONE mooney exchange illegal ?

Mental issues with no social support net (ie: family doesn't have enough money to take care of them) and/or drugs (the opioid epidemic has created shitloads of homeless, just take a look at Austin, San Fran, LA, Seattle, etc).

There are more bums in BR than ever before. At least they go home at night though. I haven't seen tents under the overpasses like in nola.... yet. Something does need to be done.

after being harassed by no less than 5 beggars in the Walmart parking lot on College I asked the sheriff who was standing guard in the entrance if anything can be done about the situation b/c its gotten out of hand. He said "its not illegal to ask for money son..." So they are either splitting hairs on what constitutes panhandling or they are just flat out refusing to enforce the law.

I think the problem must be the courts know they will never get their money from fining them. The least the cops could do is run them off the street corners.

Many of them aren't even homeless that is what really pisses me off.
