Walmart is private property. They won't take action unless Walmart asks them to remove the bum from the property.

Once the bum starts begging in a roadway he's fair game.

No. That's an absolutely terrible idea. The government should not be enforcing who we can and cannot give money to.

Law enforcement is the problem on this one for the most part. Cops don't want to have to pick up individuals who will purposefully shite themselves in the back seat of the cop car.

Im not sure of the exact laws but I think it has to do with where the person is panhandling. I know there’s a specific law about the ramps of interstates

In between the Mall and the interstate they have an area on the other side of canal. This is where most of them live. They have a tent City up in there. My neighbor told me there was between 20 and 30 people in there last time they were looking for somebody.

I can explain what happened to a friend i used to work with. He had a job, apartment with his gf, vehicle and a decent life. Gf became ill and was put into med care and the apt was gone.

But he had his truck and his job. Started sleeping in truck. But decided that drinking would be a better choice than buying his bipolar meds.

Crashes truck and totals it. Now has no truck, no job, is delusional and has every excuse why he cant take his meds.

He keeps gettng people to drop him off at my camp. Delusionally, he thinks he can live here. Thinks wife and i should rent our camp to him for 200 a month ( with us paying all utilities and internet, cable etc of course).

I keep having to bringing him back to the city where he runs thru an astonishing variety of housing, help and care.

Fortunately he assured me that things will be just fine as soon as he hits it big in the entertainment industry. He just has to get on american idol so he can get his big break.

Its sad but he is an adult making his own choices. He gets quite delusional when off meds, not violent, just stupid.

And that is one way it happens. You cannot force people into treatment, even if it is the only thing that will save them.

You can clearly see both camps from the interstate.

One is in the woods behind Haverty's and the other is in the woods alongside the interstate between the open field at the end of N Reiger and the back of Bluebonnet Terrace subdivision.

I work around there and there is a different homeless person at Bluebonnet and the interstate every day.

I guess I dont understand....if pandhandling is illegal, what difference does it make if its on private property or not especially if law enforcement is there and is aware its taking place. Maybe its the way panhandling is defined in LA law??

Funny you mention that because 95% of the entire human population is way closer to that than they ever are to being wealthy but sure yeah lets make more laws because poor people are getting a pretty sweet deal amirite

When it becomes more profitable to beg than to get a low level job. Tax free at that.

Side note....just 5 minutes ago I almost ran over a beggar who ran out in front of me to get some change from a car going in the opposite direction. Didn’t even think to look for oncoming traffic.

What the heck is this dribble? Are we forgetting the dark ages in this argument? Most people have at least a basic education, which is far more than most eras of the human population can claim. As materialistic as we are, cell phones are affordable to most sections of society, and food is so plentiful it's basically unheard of for people to starve to death.

What an uninformed as frankly asinine argument.

Maybe in theory. But not everyone is likely to make those 5 bad decisions.

We should help those that can help themselves. But the role of government should be to keep society safe, and there’s a role to play in the public safety issues pertaining to certain locations where panhandling occurs. If it’s not already illegal to panhandle on street corners or within X feet of a street, it should be. People who aid and abet this unsafe behavior should also be held accountable through the issuance of citations. It should be treated as a traffic violation.
