There was a homeless encampment in the wooded area where Tiger Bend runs into Jefferson Hwy. I first saw it last summer when the residents of said encampment (residents?-Is that the right word?) would stumble out of the woods to go wherever they went. As fall and winter came, and the leaves started falling, it was much easier to see their area of domicile with numerous shopping carts from area merchants.
Not sure what happened, but about three weeks ago a couple of dumpsters showed up, the area got cleaned, and the woods are vacant.
And neighborhood petty crime has decreased.

That sounds great in theory.
But in reality (1) the panhandler likely doesn't have that much concern about going to jail (2) it's a waste of what is already very little jail space (3) it cost taxpayer money to feed and care for them while in custody and (4) someone begging for money doesn't give even the slightest of shits about paying a fine.

Probably. But I also get tired of leaving C Stores and there being derelicts outside wanting money. Or when I go to petsmart and they're wanting you to donate to some pet charity.
