Cheddar Man may have had darker skin than what is considered white to go along with his blue/green eyes, but that is not what author is implying.
Author also states

You cannot prove it either way. But Neanderthals were occupying this area of Europe for centuries and and best evidence is that they did not migrate from Africa.
The most likely answer is builders were the ancestors of Homo sapiens that came out of the north parts of Africa, Asian that migrated west and Neanderthals that were already in Europe; at least that is what the DNA evidence suggest. Modern day brits are a mix of those three gene pools.

There is some evidence that suggest that Neanderthals did not originate from Africa.
