I've been around and operated boats all my life but I'm unfamiliar with "speed boats". What was the driver doing by moving the throttle back and forth so quickly?

when you get airborne and the props come out of the water, the engines over-rev if you don't yank back on the throttle.
I can't tell what happened either, unless the boat chine-walked. Whatever the cause, that was a violent event. They're lucky no one was knocked out and went overboard.

Looked like maybe they were crossing over another boat's wake. But why not just back off until you're on the other side and then resume the madness?
