but what i proposed is 100% reasonable, esp given the large sums of public money they'll manage. explaining why there shouldn't be public oversight will just force them to create a new message (and we know they're fricking terrible at creating messages). but it's not like "white people" would be running the show...with the current board and the makeup of the council, the influence of white politicians would be way in the minority
Well, the issue here is that it will likely be only white council members that will propose any sort of oversight so that'll be your racism angle.
It's actually the same angle fat boy has been running for awhile now.
"White folks don't like that black folks are running an organization with a big budget"

Jeff Landry uses the AGs office to investigate
He should be looking into it unless JBE pulls his strings.
AG is elected by LA voters, not appointed by the governor. So JBE can't really do anything to Landry if he decides to investigate the COA.

if that happens, sure. i think in general, Landry will not have the state wide appeal Graves would.
I would vote for Graves any day over landry. I don't like Landry at all. In my limited view and not completely informed view, He seems more about his own career than doing what is right for Louisiana. Graves seems all about making the state a better place.
I would fully support Graves in 2019 and think he'd be the best govenor we've had in a while

That's my point. There is enough smoke for him to at least take a peak to see if it's legal.

How much heat does the COA need to have before Landry's office begins snooping then?
Probably more than this.

he electioneering issues? federal (may not be criminal as much as an IRS issue where they could lose nonprofit status) and possibly state (i'm not up to date on state laws related to elections, but i can imagine what they did violated something)
the possible FEMA fraud? federal
changing the COA bylaws? state
the conflict involving the will? state
misappropriation of funds, bad management (bingo hall), and dedicating too much of their funds to salaries? public policy more than a legal issue
At what point can racketeering be argued?

but let's assume they did do the work in terms of hours they billed FEMA
Did you see the breakdown of the bill sent to FEMA for overtime hours? The top 4 in terms of hours and payout...
Amar - 126.5 @ $48.67
Bihm - 122 @ $23.08
LeBeouf - 115 @ $35.90
Turner - 109 @ $21.93
So Amar and her cronies were putting in the most hours at the highest rate? No doubt at all that they were padding those overtime hours. Most of the other (lesser) employees were around 30 hours or less.

Thanks homes. But what's the name of this firm or group? How can I see what they've done/influenced in recent times?

i agree. I think Landry's coonass populist schtick won't play well with middle class/suburban NOLA area and BR area voters. If Graves can carry those he is in.

i mean, just from a realistic standpoint, do we really buy Tarsha working 126 hours during the flood?

I don't buy her working 126 hours in a years span.

Ahh ok. Thought you were saying that JBE was pulling strings to keep Landry from looking into it. Misunderstood you

126 hours of OVERTIME... in addition to her CoA salary. Nope.
I'd be willing to bet that she and her upper level people were billing overtime hours and saying that they were on-call or something.

He ALREADY knows it wasn't legal! Remember that state senator that used to be on the EBRCoA board that asked the AG for an opinion on whether or not what they were about to do was legal?
That was in April, 2016. Who was AG in April, 2016? Landry. Landry's office's (an asst. AG actually wrote the reply) official opinion was "Nah, that shite ain't legal, dog. You shouldn't do that." The chief law enforcer in the state said "that shite's illegal" directly to them and they seem to have done it anyway.
In the April 4, 2016 letter, drafted on Louisiana Senate letterhead, Barrow requests an official opinion from the AG, apparently on behalf of the COA board of directors. At the time, Barrow was a member of the board, though she no longer is.
“I would like to request a written opinion regarding what the CEO can or cannot do in her capacity as agency head when it comes to campaigning for the agency’s proposition,” Barrow wrote. “Specifically, in asking the voting populous [sic] to vote yes for this tax measure to support the seniors of the agency that she is employed by. … We and those we serve deeply appreciate your attention in this matter.”
In response to the letter, an assistant attorney general made clear that “the CEO may not expend public resources to support the proposed millage in question; however, she may support it in her private time using non-public resources.”

Isn't there a quote of her telling auditors that the timesheets were likely wrong? And admitted to lying about the hours charged?

I sent an email to WAFB asking if they have done an investigation and story thinking that maybe I simply missed it. Here is their response:
"We have done stories on the COA including earlier this week when we reported on the audit by the legislative auditor that raised serious questions about the agency. And, our General Manager has done editorials on the agency.

WBRZ did an investigative piece on the COA regarding a woman’s will that we did not replicate. That was investigated and produced by their investigative team and we did not see a way to advance the story beyond what they have done.
Many members of our team serve on boards across the city and that does not play a factor in us deciding which stories to investigate. I think that’s one reason our station is so successful – our community knows we will take anyone and any organization to task if we believe wrongdoing has occurred.
I’d be happy to discuss more by phone if you would like.
Sincerely,
Robb
