The feds need to make a statement. This would be perfect opportunity to come in and clean the corrupt Dem house. wishful thinking.

even still this could've been somewhat of a quieter story if tarsha and co. had just admitted defeat on the $500 and left the family alone. Having Gravy vilify the family along with the restraining order is just turning the heat up publicly.

How? The COA's employee policies in effect at the time of the flood did not allow for exempt employees to be paid overtime. COA leadership figured they could pull a fast one on FEMA so the COA leaders could collect OT pay (whether or not the hours were actually worked is another issue). So they made changes to the COA policies and procedures manual to make exempt employees eligible for OT pay and despite that policy change being made in Sept 2016, they deceitfully tried to make the policy change look like it was part of their procedures manual from 2014 so that they could defraud FEMA and bill them for overtime hours the COA leaders claim to have worked during the August floods.

If I was the head of the GOEA, I'd be personally going down there to chew TCA's arse for going after the lady that called her out. They gave her a get out of jail free card and she wiped her fat arse with it.

The more I think about it, the more I don't think it's technically fraud. The issue lies in the fact that they changed the COA policies in an unethical way in order to get the money.

but let's assume they did do the work in terms of hours they billed FEMA
while that violated the COA policies, that's not necessarily a fraudulent billing of FEMA, since they actually worked the hours claimed. the issue would be violating the COA charter/rules, which isn't a federal issue. you'd have to really dig into the FEMA regs to see how you qualify for the hours, but in terms of proving intent, if they worked the hours, they could always defer to the actual work
now if they didn't do the work? clearly fraud in terms of federal law and there are like 100 ways the feds could choose to prosecute that (wire fraud is usually the tool they use)
i'll just put it this way. say they're at trial and FEMA is claiming they used the means of interstate communication to defraud someone (FEMA). TCA and her friends can always just respond with "but we did do the work we billed FEMA" and FEMA would have to get into a highly technical argument about the qualifications for groups/entities in receiving OT, and how this little technical issue created a violation....that they may not have even realized at the time (but obviously realized later). i don't know if that's enough without some "smoking gun" piece of evidence (like an email where they discuss how they can bilk FEMA or something like that)

he's clearly associated with this political machine and is acting as their media mouthpiece
now, relying on someone like Gary to handle your PR and media message likely will come back to bite them in the arse (hell he's already throwing shade on a major, and i mean MAJOR political consulting firm), but this group obviously has issues with long-term planning and strategy

Yeah, I doubt FEMA will invest too much time over $12k (of which over $6k went to TCA alone)
