The last quote is actually interesting. White Europeans colonized a huge geographic area all over the globe. You have to be pretty violent to do that when you consider that humans are a violent species in general.

There's a whole industry set up to be paid for every person pulled over, charged, convicted, sentenced, and "rehabilitated".
Of course they are going to maximize profits by doing what they can to stay in business.
Police, judges, lawyers, prisons, bail bondsmen, MADD, dept of corrections, govt workers, etc all have a vested interest in keeping the current war on drugs going.

most people arrested for drugs aren’t sitting at home doing drugs peacefully and minding their own business. They’re robbing, murdering, raping, and committing other crimes while on drugs or to get money to buy drugs.
I would like to see this as a law: drugs are legal. However, if you are committing a crime while doing drugs/on drugs, there is a modifier for your punishment

How did you come up with that number? Note that the chart is split by types of facilities, so drugs are listed multiple times.
