Yes, you'd have to consider which charges are dropped in order to receive a plea, or charges for which someone is actually convicted rather than merely being charged/arrested initially.
Edit: Why add the drug charge when you have someone for murder?

In terms of raw numbers
1. Third highest population.
2. Highest population kills offenders with no problem.
3. 2nd highest population can't afford to lock people up.
In terms of rate.
1. War on drugs
2. We criminalize victimless crimes.

And to be clear, I didn't intend this thread to change anyone's mind, or even really to present my opinion. For example, plenty of people don't actually believe our incarceration rate is a problem that needs fixing. Now, I disagree with them, but I wasn't looking for that fight today. I was genuinely curious what individuals believed to be an explanation for the status quo we find ourselves in, whether they believed it was a problem or not, whether or not solutions would be worth the cost, etc.

I'm far more interested in our incarceration rate per capita than I am our total prison population. There just aren't enough countries close to our population size to warrant reasonable comparison.
