You're not the one being an a-hole, but it does line up to being a bad situation. Tow truck drivers don't generally lend themselves to being pleasant, friendly individuals.
I wouldn't generally want to pick a quarrel with one, but then I also wouldn't want to antagonize an FFL dealer, either , so you do have that going for you. If he comes by to discuss your complaints, I'd suggest that you be doing something like cleaning one (or 5) of your firearms somewhere legal but visible to any visitors. Probably wouldn't hurt if you had some Hispanic friends helping with the ARs while you do that, let them say "hey brah wassup?" to him a couple times...
Honestly, if you play it right, your profession would probably help solve that. Steer the conversation to discussing jobs, and that you do understand he's doing his, and you just want easier access to your driveway. Let him know you're a businessman too, and what you do; if he's not banned from owning, he probably has a couple guns himself. Having a neighbor who can do FFL transfers and order/access desirable shite at a good price would be a nice thing. I'd love having my neighbor be in that field, I'd probably stay on his good side and try to get a nice deal or two.

In JP a friend had someone park in front of his driveway. Across the street neighbor parked directly in front. Friend was backing out and hit the guy's parked car. He then knocked on the door and told the neighbor. Neighbor calls the cops (to get the report for insurance - not some anger thing). JPs show up and ticketed the guy for parking illegally. Friend was not cited.

This is why you should always have a few unsavory acquaintances that nobody would want to cross. They’d know how to change your neighbor’s attitude.

Just FYI, a tow truck, even if it is an 18-wheeler capable one is not doing any recognizable damage to a roadway unless it is hauling 18-wheelers multiple times a day.

No. He's the a-hole, and if he keeps doing it despite you asking him not to, him waking up to slashed tires one morning might hammer the point home. If he's a tow truck driver who engages in predatory towing practices, he deserves all of it and a whole lot more.
