so the few students who are trying to actually get an education and better themselves are the only ones subjected to random testing so these students can be thrown out of school.
they dont want any students to actually learn and try to succeed in live, that would set a bad example for the lazy iwants

Almost. What they want is for children to internalize that the government is always looking out for you and that if you dont followed their rules you'll face punishment.
