I worked for the 1990 census. I was a crewleader and trained about 35 enumerators.. Those are the people that went out in the street and counted and interviewed the people. Some of these people didn't know how to dig a hole with a shovel.. I had to choose 17 (?) people of the 35.
There was this older guy that just couldn't get it.. I trained him personally and also had the best enumerator take him in the street and hold his hand. I didn't choose him and he complained and the powers that be forced me to hire him. His work was always wrong and effed up.. So none of this surprises me..

Would this have anything with redistricting or assigning seats in congress?
Should apportionment be determined on a census of legal citizens or on the population as a whole?

If someone is too stupid to fill out a census form or too sorry to even answer the door and let a census worker fill it out for them, then frick ‘em.
